Reagan appoints new FDA commissioner, Arthur Hayes Hull who appoints a 5-person commission to review the inquiry's decision. The panel upheld the ban 3-2 but Hull installed a sixth member and the vote became deadlocked. Hull then personally broke the tie in aspartame's favor, ignoring his own internal FDA team and he approves NutraSweet for dry products.
